This article describes a language issue that occurs when you install language packs on computers that have Windows 8.1 Update 2919355 installed. Consider the symptoms and check the prerequisites before you apply the associated updates.Note These updates are incomplete language packs. The language packs contain only the updated resources for Windows 8.1 Update 2919355, and they should be applied only after the Windows 8.1 Language Pack has been installed.
Assume that you install Windows 8.1 from installation media that includes Windows 8.1 Update 2919355. Then, you add a language pack.Note This issue does not occur if you first install a language pack on a Windows 8.1-based computer, and then you install Windows 8.1 Update 2919355.
The Microsoft .NET Framework 4.6.2 is a highly compatible, in-place update to the Microsoft .NET Framework 4, 4.5, 4.5.1, 4.5.2, 4.6, and 4.6.1.The web installer is a small package that automatically determines and downloads only the components that apply to a particular platform. The web installer also installs the language pack that matches the language of the user's operating system. The offline package can be used when the web installer cannot be used because of lack of Internet connectivity. This package is larger than the web installer and does not include the language packs. When you install this package, you can see following packages or updates installed, depending on your operating system:
Relatively few changes were made from the Release Preview to the final version; these included updated versions of its pre-loaded apps, the renaming of Windows Explorer to File Explorer, the replacement of the Aero Glass theme from Windows Vista and 7 with a new flat and solid-color theme as seen in build 8432, and the addition of new background options for the Start screen, lock screen, and desktop.[50] Prior to its general availability on October 26, 2012, updates were released for some of Windows 8's bundled apps, and a \"General Availability Cumulative Update\" (which included fixes to improve performance, compatibility, and battery life) was released on Tuesday, October 9, 2012. Microsoft indicated that due to improvements to its testing infrastructure, general improvements of this nature are to be released more frequently through Windows Update instead of being relegated to OEMs and service packs only.[51][52]
The term \"Immersive app\" had been used internally by Microsoft developers to refer to the apps prior to the first official presentation of Windows 8, after which they were referred to as \"Metro-style apps\" in reference to the Metro design language. The term was phased out in August 2012; a Microsoft spokesperson denied rumors that the change was related to a potential trademark issue, and stated that \"Metro\" was only a codename that would be replaced prior to Windows 8's release.[17][99] Following these reports, the terms \"Modern UI-style apps\",[100] \"Windows 8-style apps\"[101] and \"Windows Store apps\" began to be used by various Microsoft documents and material to refer to the new apps. In an interview on September 12, 2012, Soma Somasegar (vice president of Microsoft's development software division) confirmed that \"Windows Store apps\" would be the official term for the apps.[102] An MSDN page explaining the Metro design language uses the term \"Modern design\" to refer to the language as a whole.[103]
Microsoft marketed Windows 8.1 as an \"update\" rather than as a \"service pack\", as it had done with such revisions on previous versions of Windows.[219] Nonetheless, Microsoft's support lifecycle policy treats Windows 8.1 similarly to previous Windows service packs: upgrading to 8.1 has been required to maintain access to mainstream support and updates after January 12, 2016.[4][220][221] Although Windows 8 RTM is unsupported, Microsoft released an emergency security patch in May 2017 for Windows 8 RTM, as well as other unsupported versions of Windows (including Windows XP and Windows Server 2003), to address a vulnerability that was being leveraged by the WannaCry ransomware attack.[222][223] Updates to apps published on Windows Store after July 1, 2019, are no longer available to Windows 8 RTM users.[224]
Before the launch of Windows 11, OEMs (as well as mobile operators) and businesses were offered two options for device imaging: Component-Based Servicing lp.cab files (for the languages to be preloaded on the first boot) and Local Experience Pack .appx files (for the languages available for download on supported PCs). The 38 fully-localized Language Pack (LP) languages were available as both lp.cab and .appx packages, while the remaining 72 partially-localized Language Interface Pack (LIP) languages were only available as .appx packages.[112]
Download the self-extracting archive and run it. It will extract the files to a temporary directory, run the installation wizard, and remove the temporary files when the installation is complete. All language files are embedded in this archive. You do not need to download an extra language pack.

As far as I can tell, language packs are available for all editions of Windows 10 and Windows Server 2016. To help you reduce the size of your image, language packs in Windows 10 are split into the following language components and Features On Demand:
Additional language packs, the so-called Features on Demand, are available for example for spelling, handwriting and speech recognition (Cortana) and more. These have to be downloaded separately and are available for Windows 10 only. They are NOT included within the source files of a language pack. More details are provided later on in this section.
Besides language packs for the operating system, Microsoft offer language packs for applications such as Microsoft Office. These have to be downloaded separately. The availability of language packs for third-party software depends on the vendor. Acrobat Reader for example support more than 30 languages. These are not within the scope of this article. In this article I only deal with language packs and the Features on Demand.
Please be aware that the list of available languages can differ for individual components. For example, the available language packs for Windows and for Office do not have to match. The same goes for third-party software. When planning your language strategy you should count with the fact that you will not find all languages for all products.
By default, when you add a language in Windows, only the keyboard layout is added. The actual Windows display language (the language (interface) pack) has to be downloaded separately. The same goes for additional language packs for handwriting, speech and so forth.
Microsoft separates between a language pack (LP) and a language interface pack (LIP). As per Microsoft, a LIP is a \"high-quality, localized \"skin\" for emerging or minority language markets. [...] A LIP provides the desktop user with an approximately 80% localized user experience by translating a reduced set of user interface (UI) elements. A LIP [...] has a dependency on a base language pack of Windows. The difference between an LP and a LIP is \"the level of localization in comparison to language pack (LP) packages: LIP packages provide the desktop user with the most frequently accessed user interface and basic user assistance support (help files). In addition, a LIP is installed as a language add-on on top of an existing LP with base language dependency (Catalan LIP can only be installed on top of the Spanish or French LP, Welsh LIP can only be installed on top of the English LP). In addition, once a LIP is installed, switching the user interface between the LIP language and the LP base language is possible for users on all versions of Windows.
Also, as per Microsoft; \"Windows Server and Windows 10 language packs are not interchangeable. Windows Server language packs cannot be used on Windows 10, and Windows 10 language packs cannot be used on Windows Server.\" 1e1e36bf2d
